The IAEM-USA Career Excellence Award recognizes a national leader who has made significant contributions throughout his/her career to promote and improve the emergency management profession in the United States. The 2013 winners are:
- Barb Graff, Executive Director, Seattle Office of Emergency Management.
- Donald M. Lumpkins, FEMA National Preparedness Directorate.
Barb was the Emergency Management Director for the City of Bellevue and then in 2005 moved to become the City of Seattle’s Office of Emergency Management (OEM) Director.
She has done a masterful job in building policy level support for her program and has the support of the Mayor and the City Council. She has woven a strong support system with departmental agencies and regional partners. Seattle OEM has a big emphasis on public education which is reflected in that program also getting a 2013 IAEM award. She now chairs the Emergency Management Accreditation Program (EMAP).
